Rear brake question

Should the oblong slider on the brake mount that fits in swing arm have a locking bolt through it ? or is it ok with out one ?

Doesn't have or need one. It is held in line by the axle it is Only to stop the caliper rotating whe. It grabs the disc

It has to move when adjusting the chain too.
