Steering stem nut cap removal?

I just looked at a parts diagram and found that the steering stem nut (center of the triple trees) has a plastic cap on it. I thought this was integrated into the nut.
Anyhow, I want to remove this cap top gain access to the steering stem as a place to put at RAM mount so I can run a GPS or radar detector (or anything else there, I guess) It's not immediately obvious how to get this plastic cover out.
Any tips?

It's just wedged in. You can get it out easiest from the inside by taking the nut off.

Actually, if I remember correctly just take a long screwdriver/rod and push it out from the bottom, i.e up the steering stem from the lower triple tree.

Thanks all.
I just popped it out with a socket extension from the bottom. I now have a very neat RAM mount in the hole for GPS or radar detector use.
