Unfortunately, you have struck upon one of the few weak points of the CB-1. It is a common problem for the regulator/rectifier to burn up usually taking the battery with it. Check your battery area and see if there is any evidence of it having boiled over. Usually acid runs down to the swing arm and takes the paint off it. If you burned up a new regulator in such a short time there is likely not anything wrong with the stator as it is obviously putting out current. A bit of a guess on my part but I would have the battery load tested and checked for an internal short before you put on a new reg/rect. Also check and clean ALL of the grounding connections for the battery and the reg/rect where they attach to the frame as well. Make sure all the terminals of the charging system wiring are tight and show no corrosion

If you have a volt/ohm meter I can scan in the appropriate pages of the manual for troubleshooting the charging system. Let me know if you want that.

If you need a another reg/rect don't buy used. They are as likely to fail as not. New ones now have fins for cooling and are much more robust. There are always some listed on ebay and one particular company in Canada sells a reg/rect and stator both for $169 U.S. They are reliable and cheapest available.

Edit: I've just read your other post and I think you had better get the stator checked. That many regulators in six months? Still check the battery as well. If you are not comfortable using a volt/ohm meter, this is one of those times it might be worth your while to take it to a shop you trust.

ive taken it in to a bike shop and they said all electricals are working 100%
they said it could be my pick up coils..could it be??
BUT I DONT THINK MY PICK UP COILS COULD HAVE ANYTHING TO DO WITH IT.
that just genrates a spark.
ive also just replaced my battery.
what if i use a heavy duty regulator with fins?

If you can get a finned regulator and check the voltage output of the stator it would be a good idea. I agree with you that the pick up coils would not cause this problem. You really need a digital voltmeter to check the output to find the problem. Do check the grounding points very carefully and make sure they are very clean and secure. 19yrs of accumulated corrosion can make them become a point of arcing and create all kinds of problems.
Here is a very good troubleshooting guide.    http://www.electrosport.com/technical-resources/library/diagnosis/pdf/fault-finding-diagram.pdf

Thank you for the help, i just hope i can sort it out!!
but where exacly can i find the earth wire where it grounds to my frame?
do you have a diagram?
would it also help if i make the earth wire from the frame to the battery on the negative?
wouldnt that increase the earthing?

The battery negative wire should go to a frame connection at the starter motor. There should also be a frame earthing connection through the green wire from the regulator. Remove both of these connections and clean with emery cloth and also make sure they are well tightened. Some have added an extra earthing wire directly from the regulator green connection to the battery negative terminal to be sure. Also very carefully check the connectors from the stator to the regulator. All the connections need to be 100% clean and tight.

If you have access to or can get a volt/ohm meter there are lots more tests to determine the problem. Over here we can get a cheap digital meter for about $25-$30 and it is well worth the expense.

A simplified charging system drawing. As you can see, there is not too much to it. I will add more troubleshooting stuff as soon as I can get a spare moment to scan the manual.

Stator is located under the right hand engine side cover. The wires come out the top of the cover and if I am not mistaken there is a connector for the three yellow wires there.
