Air Box and carb questions

Well I've decided to go ahead and clean my carbs because of some drivable issues that I originally thought were ignition related.
My first question relates to the boots that connect the airbox to the carbs. Are these supposed to be glued in with some sort of sealant or are they just supposed to fit snugly inside the airbox holes? It looks like they were glued at one point and the glue has dried out and is no longer providing an airtight seal. I can't tell if this a factory thing or if it was done by a previous owner.
The tank has one large and one small vent hose dangling from it. I disconnected the fuel line and the large vent line before removing the tank but didn't see the small one so I'm not sure were it's supposed to be routed when the tank is reinstalled.
should i drain the carbs before i remove them or is the amount of fuel that spills out after removing the fuel line fairly minimal?

They should be glued. You can use silicon for a seal.
The big drain is for water from the cap, the small one to let air in. As long as they are kept unkinked and clear, they don't matter where they route.
There will be fuel in the carbs. You'll struggle to drain it, you can run it through the bike if it bothers you. If you have't had the carbs off, they'll be on tight, use some sort of lever. Put red grease on the mating face to get them off for next time.
Don't take the carb tops off unless you have to, the diaphragms will be expanded and hard to seat back in.
